• Yes, my Echo connects to my Nest Thermostat 3rd generation. I'm not sure about the previous generations.

• Yes. Install the Nest app and then have Amazon Echo find the device. Works great. Also, install the thermostat skill on Echo and you can ask Alexa what the current temperature is with the skill.
