No, it can not. However there is a skill you can add to Alexa that will enable contacts you enter as buddies to be contacted. Not sure how well it works as I did not enable that skill.

Can he ask Alexa to call us? If you can ask it to play your music, can you ask. ALEXA call Dad? Looking for solution or intercom type choices.

You may have to research this on the Alexa website & get with someone who has the ability to develop those skills to design one for your specific needs. Or, put that request out there to the developers. Hope that helps.
