• Yes you need WiFi unless you want to hot spot your smart phone and have the Echo Dot connect to it.

• Yes you need wifi to connect to Amazon' Alexa. You could use your phone as a hot spot but it would be an awkward setup with frequent resets.

• Yes, the Dot needs wifi as Alexa is a cloud based assistant. It does not work without internet through wifi.

• Yes you need an internet wifi connection it's useless without it. With your smartphone you can connect to it utilizing a hotspot.
