To set up an Echo Dot 4th Gen without using a smartphone, you can do so through a computer. Here’s how:
Go to alexa.amazon.com and log in to your Amazon account.
Select "Settings" from the left sidebar.
Under "Devices," choose "Set up a new device."
Turn on your Echo Dot and select the Wi-Fi network labeled "Amazon-XXX" for it to connect.
You may need to enter your Wi-Fi password during the setup process​
