“If i have this set up at home with wifi but there is no cell at home but instead i have my phone with me at work that has the app for this on it, can i call this device and see those at home? Wanting to use it to see my kids when im at work.”

You will have to have another echo spot at work to use the so call drop in feature , that allowes you to check who’s at home and talk to them. However they maybe able to call you by asking Alexa to call your phone and maybe that would work with the camera.
