• No, you cannot use Echo to operate your TV directly (at least on most of the TVs), but it can work with Logitech Harmony hub.

• I configured my Echo with my computers web browser through Alexa.amazon.com. Didn't need the phone app at all...besides I am a Windows Mobile user....they don't have a app for Windows Mobile.
