• You must have a phone, tablet, or PC to install. The Echo doesn't have ability to self install (Find the WiFi source).

• You do not need a cell phone to activate the set up unless you were going to be using the calling and texting feature. You should be able to set it up using an iPad or an android tablet, and even a PC.
