• Quite possibly as each country has restrictions. When I was in MEXICO for work recently, I could only watch a limited number of NETFLIX movies....

• I was in Japan for 2 months in 2012. I could download, but not stream, even with an excellent wifi connection.

• Yes you can, Internet is international and you will have no problems streaming and/or downloading, as long as you're linked to the Internet.
