any apps that have content previously downloaded can be used without WIFI. If you dont have any content downloaded then you will not be able to see streamed content. The other thing you can do is make your phone a hot spot, connect to it.

While there are a number of apps and content that can be downloaded and used for offline use, in order to take advantage of any streaming features or use any apps that require an internet connection, you would have to connect to a WiFi hotspot such as with your cell phone if you have that feature from your carrier or via in car WiFi if your vehicle is equipped with that feature.
