Yes, I set up a Fire HD8 16GB and there is an option in settings to turn on access to Alexa for it or not. It's under Device Options in settings.

Yes, bought one on Black Friday 2016 and during the initial start-up/set-up steps it upgraded itself and apps and added Alexa.

Not yet, still says coming soon.
