If you download a book, it should appear in your Kindle library and you can access it without any connection. One nice feature that I discovered is that since I have the Kindle app on my Samsung 7 phone and my PC, as well as the new Kindle Fire, I can access the library from any device. The best part is that they are synced so I don't lose my place no matter which device I read it on last.

However, if you download them to the cloud, you do need wi-fi to read them. (you can also download from the cloud and then it would be on the tablet itself and you would not need wi-fi to read) .Anything you read in the cloud must have access to read.
