“I was planning on getting one for my 84 year old x mother in law. she will be using it primarily for facebook to keep up with her kid's lives. She does not have internet .. will I need to get service thru my cell phone company to make this work for her?”

You will need a cellular model to connect up through a cell tower. There will typically be a monthly charge for doing so through the cell phone company.
