It defaults to a kids Amazon account. it doesn't run well as it is, but it's even slower and clunkier when trying to do anything on a non kids account... if you're asking why it doesn't go to 3-13 or something like that, I imagine it's because most kids have phones at that age for safety reasons. They can play games and watch YouTube in the phone these days, oldtimer...
