Yes. In order to download apps you need to have an amazon account.

If you purchase a Fire TV Stick 4K Max from Amazon it comes preregistered to your account. If you purchase one from a retail location such as Best Buy, you will be asked to either enter your Amazon account (if you already have one) or create a new one using the Fire TV interface at setup.
