no, but if you have for example Netflix, and you don't pay the extra $ for their 4K plan, you will not get your movies/TV shows in 4K, but 720P or 1080P. You don't HAVE to pay for your services be in 4K, it's just taking advantage of the much better quality if you do.

It will not upres or alter video performance of the native app settings into 4k. Many of the apps and videos will specify if it is in 4k format or not.
