Yes, you can use the Kindle without a computer. You will need a wifi connection. But the kindle has its own browser so a computer is not necessary. Browsing is very limited on the kindle paperwhite. It is perfect if you just want to be able to download and read books. But if you want additional features you should consider the kindle fire or other tablets with more wifi connected features.
