Per Kindle for Dummies: Both Macintosh and Windows users can download and transfer Kindle content and personal documents from their computers to their Kindles through the USB connection. When the Kindle is plugged into a computer, it appears as a removable mass-storage device. My opinion, make a hot spot on your phone or go to a McDonalds with free WiFi and download what you need. I think that would be quicker and easier.
