• if you purchased your books in Amazon, then you can sync all your books in a new kindle or with the kindle app in Windows or your phone.

• If it can get enough power from a USB cable hooked to your computer to turn on, you can transfer the books/files to your computer and then transfer them to your new Kindle. Have you tried a different charger? Most cell phone chargers that will plug into the Kindle will also charge it.
