Yes. The Cooling Fan that comes with the CPU has thermal paste ready and already applied on it. Simply take off the film protecting it and apply the fan to the CPU chip.

The included cooler does have thermal paste. It ran a little hot but fine without issues with just stock cooler.

No pre-installed thermal paste. Typically that is pre-installed on the cooling device you buy.
