Technically yes, but if you use them together the motherboard's CPU VRM (CPU voltage regulator module, i.e. the CPU power delivery system) will overheat under heavy CPU load. You will lose a large amount of the potential performance of the CPU because the motherboard cannot deliver enough power to it, and the motherboard may be damaged if the VRM runs too hot over a long period of time. I would not use a Ryzen 7 2700X on any motherboard with no VRM heatsink. The ASRock A320M and B450M Pro4, MSI B450M Pro VDH, and Gigabyte B450M S2H and DS3H are the cheapest motherboards that I would consider using with a Ryzen 7 2700X. Their VRMs are much larger than the ones on the A320M/ac (with 12 MOSFETs each instead of just 8), use more advanced components, and have heatsinks to keep them cool.
