Depends on the resolution you are playing at. At 4k, no significant bottlenecks can be expected from any GPU. At 1440p and 1080p, you'll probably see minor bottlenecks with 2080 Ti and higher, but we're talking exyremely high framerates that are unnecessary in most circumstances--most consumers are not playing fps games competitively.
