It does not. AMD doesn’t include a cooler on the higher level CPUs for Zen 3. For the 5800x since it runs fairly warm, you’re better off with a 240 AIO anyway.

No. The box is mostly empty. I suggest an AIO cooler. I had to use my old wraith spire stock cooler from my 2700 until I could mount an AIO and it stayed around 90c under load. It’s 65c with a triple fan radiator.
