NO you have to have the chip first and it looks like that is not happening anytime soon

No. Read the minimum system requirements:

AMD Threadripper 3990X or better
256 GB of DDR4-4000
1 TB of SSD space, PCIe 4.0 at at least 5,500 Gb/s read/write
AMD Radeon VII or 6900 XT or NVIDIA 3090 Ti

Also gotta have like a crazy 420x420 liquid cooling setup to deal with the thermals it’ll generate....

YES. This Runs Davinci Resolve 17+ / Fusion at 4k without breaking a sweat, as long as you have the GPU to back it up !!
Ryzen 9 5900x / RTX3080 /64 GB Gskill RAM with an Asus Prime X570 Pro MoBo setup runs anything thrown at it using 2 4K HDR Screens (actually TV's) along with an M27Q 1440p HDR Monitor on Display port.
the newer GPU's have HDMI 2.1 and can output 8k.

I run all programs at high Settings whether it's Destiny 2 or Davinci Resolve Fusion.
