• 1. Yes, but locally you have to be on the same switch. 2. Sort of? if they have a Dream Address you can visit their island that way if they’re offline, otherwise they have to be online to invite you to their island.

• You can only visit a friends island while they are offline if they give you a dream code. You will only be able to walk around their island though. You won't be able to collect anything or go in stores.
