Only one light lit up. I was disappointed but I limited the use of my phone & only charged my phone when nearly dead. My phone survived 13 hours...

This item comes charged, but it might not be fully charged. You can recharge the battery fully and then start using it, or you can use it to power your devices now, then recharge the PowerCore when its power is used up after you receive it. Yes, partially charged, maybe 25 percent. I charged it for about 3 hours to get it to 100 percent.
