• Yes you can use this to charge a surface pro, i do all the time. OEM means original equipment manufacturer. Just another way to make you purchase things from the manufacturer.

• If your laptop can charge via USB-C, then it can do so. Charging time is different for everything due to varying battery sizes. This will charge your laptop up to 30W.
