Yes it will charge the iPhone 7 (this two usb plug ins) and you can even use the new USB - C cable that comes with the newer iPhone 12. The envy x360 is 65w, if it uses a USB C cable to charge you can, but this will charge it at 45w (this will be a little slower at charging). From what I could find the Envy doesn’t use usb-c so I wouldn’t buy this for it, you may be able to buy some kind of usb-c conversion cable to the laptop, but that is just a headache.
