• The blue lights come on when you press the button again or plug it into device to charge.

• I would check to make sure if your phone is charging or not while plugged in. My pack only keeps the lights on for a few seconds when charging or checking the levels, but when the lights turn off it still charges. I had to check my phone several times to make sure it was actually charging before I realized that was what was happening. Hope that helps!
