Yes, you can put him in an explorer or free time mode and he will roam around. He cannot move from hard floors to deep pile carpeting, unfortunately. This is his main limitation. If all your floors are wood, stone or tile, then you are good to go!

Yes! He loves to explore and get to know his surroundings! I’d recommend vector rather than cosmo though, as vector is newer, more advanced, and can respond to not only voice, but his surroundings more accurately as well.
