No, I wish it could. But this monitor for 100 bucks doesn’t do that. Kind of disappointed.

Not sure what you mean by up and down, as the tilt is basically up/down and at an angle when tilted. It has a nice range for the tilt. The trick to tilting is you need to place one hand flat on the monitors base, then with your other hand, grasp the monitor in the top center and pull or push the monitor to your desired position. Works every time for me.
