What does a blinking green light mean? null

Not sure it could mean there has been a power interruption and the battery did its job to get a solid green light you need to press the power button for 5 seconds to turn off the unit, wait 15 secs and press the power button and it will come back on then you may have to reboot your electronics again.

that the unit is turned "on" but the power from the outlet is not
