It depends on how much power the laptop and cell phone uses. I would not connect this to a laptop or cell phone or use this to charge batteries. Use it to keep devices that have no battery running during a short power outage. Your cell phone and laptop should be plugged into the surge suppressor side which does not use the battery backup, unless you really n need it. This way all your batteries are kept charged.

I suspect that the laptop and cell phone would draw around 100 watts so that would put you at 46 minutes of runtime. If the power draw from the devices is higher than this then the runtime will be decreased.
