With an internet connection and an Apple ID, you can make and receive calls in the FaceTime app (first sign in with your Apple ID, or create an Apple ID, if you don’t have one).
Sorry, there was a problem. Please try again later.I am not sure about transferring from android to apple, but FaceTime will work as long as you or on a wi fi network. I believe it uses your Apple ID rather then a phone number to operate. Same with messages
Sorry, there was a problem. Please try again later.You can use FaceTime without an iPhone or even a phone number. I bought the new iPad for my mom and had her create an Apple ID with her GMail account. She uses the Apple ID for FaceTime and Messages to stay in touch.
