Yes, it means you can make calls and text as well as use your data without being connected to wifi. The cellular one comes with a SIM card slot that you can put in a SIM card just like you would with a mobile device. Hope this helps!

Cellular means that it has the capacity to connect to the available cellular networks (Verizon, AT&T, T-Mobile, etc.). It is kinda like a phone, but it does not make actual phone calls where you dial a number and talk. Neither phone texting. But it has some phone capabilities with cellular where you can use the 4G LTE network to connect to the internet and make video calls using Facetime or Zoom apps, view videos on YouTube, use Social Media, etc.
