Yes. Make sure to either buy one that specifies Verizon (if you're going to get service with them), or get the unlocked version. The iPads are identical. It's just the way they're marketed. New customers are locked to a carrier for two years while their initial agreement is enforce. However, once the agreement has been fulfilled you can have them release the SIM lock and you can use them on any carrier.

The Wi-Fi does not connect to a Verizon cellular network nor any other carrier cellular network. You will need to buy the Wi-Fi + Unlocked model in order to have the option to connect to Verizon. After purchase, you will need to contact Verizon for further instructions on how to "Activate" it on their network. After activation, you will have Verizon 4G LTE service.
