• The Ipad itself will work as long as you have a wifi connection. But if you are in a place with no wifi and you have no cellular service your Ipad will not be of much use. If you do have cellular you can connect almost anywhere, connect it to a hotspot, facetime, it's an amazing thing! If you don't have cellular I suggest you get the $100 cheaper version with wifi only, its still great.

• Yes but only ones that are excepted by Apple. Ex: I got a free phone and free limited plan through a company called SAFELINK. They are teamed up with TracFone or Total wireless phones. Found I was unable to use their cellular on my new Apple IPad. Luckily my friend was able and willing to let me on his plan with T-Mobile, and I pay him every month $20 where I live at.
