Yes, u can print to wireless printer. I've never used a flash drive with my iPad...not sure it's possible. But there's many ways of exporting documents, pictures, etc. Yes, u can use wifi at home and wherever free wifi is available. To use internet outside of wifi, you would need an iPad that is cellular LTE ready usually purchased from ur cellular provider.

You can use it with your existing WIFI network. I did not get your last question, but you need to buy WiFi+4G model of this iPad to use the internet service from cellular networks (ATT, Verizon, etc).
