WiFi with cellular allows connection to cellular service of choice. When purchased you choose which cellular company to connect to.
Sorry, there was a problem. Please try again later.The wifi version is wifi only whereas the wifi+cellular gives you the option to add a cellular plan (although not required). The cellular version is generally a bit more expensive and also have a built in GPS where the wifi only version does not. the cellular iPad can be activated on any of the main carriers to my knowledge. If you want to activate it you just go to the carrier of your choice and they give you a sim card and activate your device. A fee for the sim and an extra monthly charge will probably be applied in this case.
