They are talking about the hardware. For example, the older version (2015's Generation 1) has an A9X CPU, the latest version (2017's Generation 2) has an A10X CPU (There are other differences, CPU is just 1 example). iOS is the Operating system. Both versions of IPAD Pro support iOS 11 and the update is free, so it really doesn't matter what it ships with. If you have iOS 10 you'll do the first of many iOS updates while you're setting it up.
