Yes it came out on November 7, 2018 and it is the latest model currently in Apple’s lineup.

No, or that’s not Apple’s naming convention. Apple uses a generation number such as 4th or 5th since some generations may span more than one calendar year or even multiple years.

As of 8/21/2019 yes. The 3rd Generation 2018 iPad Pro is currently the latest out.
