What “WiFi” is referring to is simply the capability to connect to WiFi. So, if you buy this iPad you can connect to the internet where WiFi is available—like at home, work, coffee shops, libraries, etc. But buying a tablet with WiFi does not include the actual internet connection or any of the costs associated with that, similar to how buying a phone does not include the cost of a calling and data plan.
