If you want to use it as a phone or to use the internet without Wi-Fi, you will need a cellular plan. (This is why they are more expensive. Unlocked means you can bring it to any cellular carrier). If you want to use it as a phone or to use the internet on Wi-Fi, then you do not need a cellular plan.
