- Answer It depends. The new iPad comes with the charger and open box/refurbished may not come with it. My open box unit did not come with it and I wish Bestbuy was transparent on the missing accessories for open box units. I needed to buy a charger for my open box unit.

- Answer If you want to use it as a phone or to use the internet without Wi-Fi, you will need a cellular plan. (This is why they are more expensive. Unlocked means you can bring it to any cellular carrier). If you want to use it as a phone or to use the internet on Wi-Fi, then you do not need a cellular plan.
