But, while you’re charging you can still use the device. But, that slows down charging. Your question is confusing. The charger is not charged, it is a transformer the steps down your house 110v to 12v.

It doesn't store any charge if it isn't connected to the electrical outlet. It has a higher output than the "block" charger that comes with the iPhone. This one usually came with the iPad. Because it has a higher output than the regular iPhone charger it will charge devised faster than the block converter will. I hope this helps.
