• I believe so. Contact apple support to be sure. When a family member of mines dropped her AirPod into oil, I believe she was able to get a new one (with a fee). This was two years ago, so check with apple.

• You can if you buy AppleCare+ with it ($29 for the 2 year plan). I recently lost 1 bud and used my plan to get a replacement. It cost $89 but was super fast and easy.
