no, that would be really uncomfortable and also noise cancelling relies on the eartip seal to work properly.

You can wear Airpods pro 2 without ear tips but the ear tips do help with noise cancelation and without them in weakens the noise cancelation. And the bass won't be as strong with no ear tips. If those things are must haves then I recommend wearing the ear tips but if it isn't a big deal they are still Airpods pro 2 at the end of the day, so its up to you :)

You can, but they won't be nearly as comfortable and you won't be able to use the active noise cancellation.
