“Can Airpods allow the car's Bluetooth speaker to take over when you're in the car, but then switch back to the Airpods when you get out of the car? (I like to leave a headset on, but allow the car's BT to "trump" while in the car).”

Yes. The Bluetooth speaker that has the most recent connection (i.e. walking to your car using AirPods, turn vehicle on and Bluetooth connection will transfer to car since it connected the most recently. Once car is off and connection lost will transfer back to AirPods
