Yes you can, Apples AirTags are set to be connected to a phone right out of the box and once connected, it is link to the Apple ID that the phone is linked to. You can chose to set all 4 up on one iPhone or you may use each of them for different iPhones.

Sure can. You can individually set up all four per individual iPhone as a gift for those people. It just won’t be in the original box it came from afterwards if that’s what’s your wondering. I’d suggest ordering individual silicone rubber tag bands they have on Amazon and then give those out along with the individual Apple AirTag as a gift.
