Yes, go to Bluetooth settings on the galaxy phone, open the Air pods case, and hold the button on the back of the Air pods case with both Air pods in the case, until they show up in the device's Bluetooth settings.

Yes they can, they will work with any phone or tablet, only slight downside is jist that to use noise cancelling you just have to turn it on by pressing snd holding, rather than through the control center on apple, that's pretty much the only major downside. Hope this helped :))
