Hi, Yes there is a monthly fee to Verizon for cell data but you do not have to use it if you run off of wifi only. The pen and keyboard also work on it.

If you do not want to hook the iPad to a carrier, you should get one without LTE capability. It will save you money upfront and you will not have to pay the monthly fee. I have had an iPad without LTE in the past and it is worth the extra $20 per month for the convenience of having LTE if you already have an unlimited data plan.
